Unhappy 1999 rx overheating problem HELP!

hi, i am having overheating problems with my 1999 impreza rx,
it is fine when continuously driving but then when it comes to start and stopping the temp guage starts to rise right before my eyes, the fans work fine, i rev the car and about 20 seconds later the temp guage falls to the normal half way mark, not sure if the is air in the cooling system because today i changed the radiator, i have also changed the thermostat and the problem still persists, the thaughts i am left with are faulty water pump or if i am wrong correct me, an internal leak which will result in head gasket ?? i can see bubbleing in the overflow, and the overflow overflows, but no discolouring
i have checked the oil cap and oil dip stick but the oil seems fine
the fans do work, the first fan kicks in when the temp is at the normal half way mark and then the second one kicks in at about 3/4 i suppose, but both fans are definetalty working

the bubbles in the overflow tank are a dead give away...pressure from the combustion chamber is getting into the cooling system...head gasket.

the overflow seems to fill up with water from the radiator and overflow, there are no bubbles when you start the car or press the throttle, im guessing the bubbles are from the boiling of the water and coolant? this is after about a 20 minute drive then i leave the car to cool the coolant returns to its normal level but i have to top up the radiator about 1 litre, im guessing this water escaped from the top of the coolant overflow container, i have driven the car 30km then i come to a stop at the lights and the temperature rises right before my eyes, the car seems to drive fine though, i really hope it isnt the head gasket

It could be the radiator cap also, the only way to know for sure is test your radiator cap and cooling system pressure.

Maybe it also has something to do with the radiator fan. Not sure though, but try to check it as well.
