Hi
I have an '09 WRX . There is a large amount of liquid accumulating under the driver's seat and in the passenger footwell behind it. Do any fluid lines eg windshield washer etc. run through this area? Any ideas?

It could be your air conditioner dumping condensed water out. On the 02, the air conditioner dumps on the passenger side. Rip up the carpet and make sure the hose is reaching through the firewall.

it's the drivers side BACK seat

It is still most likely your a/c. I can't think of any other fluid that comes anywhere near that area. When you accelerate, the water flows to the back. When you turn right, the water flows right, ending up behind the driver's seat.

Is there any conditions where liquid accumulates and conditions where it doesn't? For example, during a heavy rain, while running the AC, etc...?

There's always a possibility that heavy rain is getting through your molding but it wouldn't have anything to do with the a/c or any other conditions (other than windows down haha)
